MR meaning in land records: the mutation register

MR is the Mutation Register — the record of how ownership moved from one name to the next. Gaps in the MR chain are gaps in the story your sale deed tells.

MR stands for Mutation Register. It is the revenue department’s record of every change in who holds a survey number — by sale, inheritance, partition or gift — and which document caused each change. The MR chain should read as a continuous story. Where it jumps, something happened that nobody recorded.

Buyers check the sale deed and the EC and stop. The MR is where the two are reconciled against what the state actually believes.

Mutation is not registration

These get conflated constantly, so it is worth separating them cleanly.

Registration happens at the Sub-Registrar’s office under the Registration Act, 1908. A deed is executed, stamp duty is paid, the document is registered and it enters the registration records. That is the transaction.

Mutation happens at the revenue office. The government updates its own record of who holds the land, so that tax demands and the RTC name the right person. That is the consequence.

The two are supposed to follow one another. They frequently do not. A registered sale deed with no corresponding mutation entry leaves the position that the buyer owns the land and the state’s record says someone else does.

Reading the MR chain

Pull the MR alongside the RTC from the Bhoomi portal — the same View RTC and MR screen on Bhoomi serves both.

You are looking for three things.

Continuity. Each entry should name the document that caused it and connect the previous holder to the next. A to B, B to C, C to D. If the register goes from A to D, the intervening transfers are unexplained, and unexplained transfers are where claims come from.

Cause. An entry recording inheritance is a different risk from one recording sale. Inheritance mutations are where omitted heirs surface — the transfer rules sit in the Transfer of Property Act, 1882 — a daughter, a second marriage, a minor whose share was never accounted for. Ask who the declared heirs were and whether anyone is missing.

Correspondence with the deeds. Every mutation should match a document in the title chain, and every document in the chain should have produced a mutation. A mismatch in either direction is a question for the seller.

Where this bites in Bengaluru

Most Bengaluru flat buyers will never hold an RTC or an MR for their own unit — those attach to the agricultural survey number the project was built on. The MR matters to you as part of the developer’s title chain.

Where it matters directly is land, plots, and older independent houses on the periphery, especially properties that passed through a family partition. Those are the transactions where an MR entry recording inheritance twenty years ago, with one heir quietly left out, turns into a suit long after everyone has moved in.

What to do when the chain has a gap

Do not accept an explanation. Ask for the document.

If a transfer is missing from the register, there is either a deed that was never mutated — in which case produce it — or there was no deed, in which case you are being asked to buy from someone whose entitlement is not recorded anywhere. The second is not a paperwork problem.

Check the khata side on e-Aasthi too — a clean MR with a stale khata is only half the record.

Gaps can be regularised. That is work to be finished before completion, not a condition to be carried into your ownership, because the day you need it resolved is the day you are trying to sell and your buyer’s lawyer has found what you agreed to overlook.
