It is a small document that costs nothing to obtain and is skipped in a surprising number of otherwise careful transactions.
Why the arrears become yours
Legally the debt was incurred by the seller. Practically, the association’s leverage is over the flat — access to amenities, parking allocation, the cooperation you need for a hundred small things — and it will use that leverage on whoever is living there.
Arguing that the debt is not yours is technically correct and completely unhelpful when the gym card stops working.
The fix is to establish the position in writing before you complete, when the seller still needs something from you.
What to ask for

Timing
Get the certificate dated as close to completion as possible. One issued three months before you complete tells you about a position that has since had three months to change.
And do not let it be the last thing on the list. Associations meet when they meet, office bearers travel, and a certificate that needs a committee signature can take longer than anyone expects. Start it when the agreement is signed, not the week of registration — the same principle that applies to every other post-agreement obligation covered in agreement to sell vs sale deed.

A buyer who discovers arrears late reads it as a sign that other things may also be untidy, and that suspicion costs more than the arrears did. Presenting a clean no-dues certificate unprompted does the opposite — it is cheap evidence that the rest of your paperwork is in order.
